Deputy Minister of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters. He manages a state body of the Russian Federation, which supports or implements actions or policies that undermine or threaten the territorial integrity, sovereignty, and independence of Ukraine.

Former Moscow Prosecutor. According to Alexei Navalny's investigations, he was involved in illegal enrichment and violating anti-corruption legislation. Headed the federal state body that provided legal protection for the Russian political regime and refused to protect the rule of law in the context of the invasion of Russian troops in Ukraine.

Responsible for organizing the state prosecution of Alexei Navalny and other opposition leaders and political activists in Moscow. Directly oversaw the recognition of organizations created by Alexei Navalny to support his political activities as extremist structures.
