Through several Cyprus-based companies, owns the firm "Taynyi Sovetnik" (Secret Advisor), which earns hundreds of millions of rubles from government contracts that are awarded to it in violation of anti-corruption regulations. On the instructions of the Deputy Head of the Department of Domestic Policy of the Presidential Administration of the Russian Federation Timur Prokopenko, "taynyi Sovetnik" provided political and technological support (conducted sociological research, produced videos, and printed propaganda materials) for the "referendum" in Crimea and the 2014 campaign in Ukraine as a whole.
