The operations of Citadel LLC enable the technical capability for internet censorship and Russian state control over the national segment of the global network. Citadel is one of the primary beneficiaries of the installation of control systems under the Yarovaya law. The company played a key role in the early implementation of internet traffic filtering systems in accordance with the Federal Law on the Sovereign Russian Internet [Runet] [1]. The Citadel holding acquired 49% of Data Processing and Automation Center JSC — a systems integrator of traffic filtering technical equipment. In 2025, following the completion of the project to deploy traffic filtering technical equipment, Data Processing and Automation Center JSC was sold to Gradient JSC.
